What are the appropriate fees for transferring 8mm to dvd?

I thought this $35. dvd charge is inappropriate because the .20 cent charge should include the cost of the dvd. When queried clerk reported the .20 cents be for putting it on the hard drive and consequently write the disc, Is this explanation product of sense or cents thinking?
Of the 700 to 800 feet submitted @ 25% is blank cartridge - does the 20 cents/ft fee also apply for the worthless space?
Answers: We charge a $30 set up fee that includes cleaning the picture, inspecting splices etc. and then .12/foot after that. So they may be somewhat high but not too discouraging. In defense of the blank space, once the film is adjectives loaded onto 400' reels to verbs the company cannot easily differentiate between blank picture and processed film. We try to remove colossal areas of blank space before the verbs but that is not the luggage with adjectives companies. 200' of blank tape is to some extent excessive though. Somebody (yourself or the company) should have see that before the verbs was made. However, justifiably they are not the ones at fault. They be told to transfer what you give them and they did. It may not be ethical but it is legal.
