Well probably the cheapest and simplest option would be Windows Movie Maker. It comes preloaded on your PC. It's pretty straightforward and if your stuck near is a help guide. The lone thing you can't do is burn a DVD, but I wouldn't recommend doing that near cell phone video anyways.
