Help near dvd camcorder?
The mini-dvds are adjectives finalized. How do I get the video off the disks and onto the computer? Is here a program that I should have that can do that and facilitate me edit them?

Use a programme called Ulead VideoStudio - you bring the mini-disc out of your camcorder and put it into the DVD tray of your PC making sure it sits centrally in the little depression made for it. .
Inside VideoStudio you select "Insert DVD" and point the programme at the DVD and follow the prompts and the video is copied from the disc into the timeline of VideoStudio so that you can repress it - add lots of different video together - add titles/music/narration - bring in a file that you can e-mail or upload to 'Youtube' etc. and finally burn to a full size DVD to play surrounded by a standard player.

Yeah you're gonna need to treat it resembling any DVD you were trying to rip onto your computer. The method I use is DVD Decrypter consequently DGIndex then VirtualDubMod. There is probably an easier drag & drop kinda style but the programs I use are all free. Everything you requirement including guides should be on doom9.org
