Video record on a digital camera smaller?

how do you make a video record on a digital camera smaller in charge to send within an email??

I made a video of me and my son thats only just about a minute long for my husband in Iraq and really want to transport it to him but it takes to long to nouns on the email because my camera takes big video... is there anyway to shrink it down??

(If Not Use The Program To Change The Video Size (Dimentions) To 320X 240) Then MPEG-4
