let me explain a bit more, bit rate is a residence used to describe a certain amount of facts per second.

In all video encoder worth mentioning, within should be a place you can chose the bit rate.

In a "video encoder for the dumb" there would be a drop box next to: low, med and high setting.
In more advanced software, nearby would be a slider bar or a box for you to type within the desired bit rate.
If the option "unsettled bit rate" is available, I strongly suggest you use it, it almost always yield the best results.

Since a bit rate is data per second, choose a bit rate and put it within fallowing equation where X is the bit rate to get the size of the video : X*3600=size of your 1 hour video.

also, hang on to in mind that bits and kilobits, megabits... are unrealistic for daily use. To convert em to bytes, kilobytes, megabytes... you enjoy to divide by 8 like this:

5 Mbits/8 = 0.625megabyte per second. so a video of an hour at 5mbits would pilfer 3600*0.625=2250megabytes.
