Answers: Presuming that the Canon brand replacement NB-3L be real and not a lie (unfortunately, that happens - but if you get it from a major source, resembling Best Buy or some other you will be safe), then you must own a problem with any the camera or the charger.
I am not familiar next to your model of camera... do you remove the battery to charge it or plug the charger into the camera? If the former, try getting a unmarked charger. If the later, any the charging circuit in the camera is shabby, or there is a short within the camera.
Given that qualified technicians will likely charge surrounded by the range of $75 / hr plus parts, I would not consider servicing a three year outdated camera. Time for a new toy probably?

Barring an internal issue in the camera itself, the battery just do not hold the capacity, for a quantity of possible reasons, to hold a charge and operate the camera. Cheap battery are something to stay away from, even though the price might be appealing.
For your sake, I would recommend a set of Nickel Metal Anhydride batteries, or rechargeable Lithium battery.
