Are nearby any non-slr cameras out within however short lag-time?
Answers: I imagine you want the responsiveness of an SLR within a less expensive carton right? Unfortunately I don't believe it exist yet. One of the knob factors (which you're not even asking about) is the focus time. SLR's usually enjoy far superior focus systems so they can focus better than non-SLR's.

Since no one publishes their shutter fill (except Nikon's and Canon's pro-level DSLR's), we have to depend upon independent reviewers who enjoy the equipment to measure the target shutter line numbers that are under 60 milliseconds.
I own included a number of links that will acquire you started, but some of the data is out dated.

non-slr cameras are getting other faster, but they are still far, far from slr responsiveness...
Of course, you can still use a rangfinder camera: it's not a slr and it's even faster than a slr!
It seems to me that several of the recent P&S digital cameras hold addressed fill time fairly okay. I have a compact Panasonic Lumix that, while it have more lag than my dSLR's, is fairly acceptable (for me anyway). I also just now very briefly used a Canon S5 IS and found it to be intensely responsive. My friend that bought it was concerned beside the lag times of their previous camera and appear very optimistic with this one.
I would suggest you jump into a camera store and actually try a few models out. The best course to test is low indoor lighting (like inside the store). Just manufacture sure you set up the camera in a course that you'd likely to be shooting (ie: same folder quality since that will affect the responsiveness of the camera on P&S models). I'd audition Panasonic, Canon, Nikon, and Olympus as these would likely be the best quality/performing brands for P&S.
www.dpreview.com measures fill times of every camera they review.
