Answers: A really cheap camera next to amazing image ability would be a fuji f20. Its like the f30/31 but does not own aperature and shutter priority modes. And the iso only go up to 2000.
Don't know the money conversion but if you go to CNet.com and look at review/digital cameras you will find the Canon i.e. the highest rate. It is 8M with 4X optical zoom.
