Answers: Any that allows exposures from 1 second to 30 seconds will do it. A DSLR would be a better substitute for night shots, and better than that is to say film - motion picture is noiseless and give reproprosity flop which is sexy...

Any digital camera that allows you to be in Manual Mode, have at least a 15 sec. minimum shutter speed or a "T" or "B" setting and accept a cable release and can be tripod mounted.
Suppose you want to take photos of the city skyline contained by the distance. Referring to my FotoSharp (fotosharp.com) Day & Night Exposure Guide (which I highly recommend), we find Scene # 14:
ISO 100
f2.8 @ 4 sec.
f4 @ 8 sec.
f5.6 @ 15 sec.
f8 @ 30 sec.
f11 @ 60 sec.
ISO 200
f2.8 @ 2 sec.
f4 @ 4 sec.
f5.6 @ 8 sec.
f8 @ 15 sec.
f11 @ 30 sec.
Find a vantage point overlooking a busy highway and those times will produce "flimsy trails" - headlights will be white streaks, tallights will be red streaks.
Now if you're interested in shorter exposures, ones hand-held, you'll requirement a very quick prime lens (f1.4, f1.7) and a higher ISO. Here is what the Guide suggests for a "Brightly Lit Street Corner" * :

Are you talking just about "low light, instant shooting" or "long exposure" ?
For both, I ruminate that a DSLR is the best, but for the second type a good compact camera beside manual controls ("PASM" modes) can do the work...
