Answers: If it's an LCD monitor, just whip an average reading with your meter and stir with it. "AUTO" near the flash turned off works fine.
If it's a CRT (tube) monitor, later you have to use a slower shutter speed. While 1/30 MIGHT be plenty time for one complete scan, I prefer to go to in the region of 1/8 to be sure that there is a uniform appearance to the eyeshade. Even if you get a full scan at 1/30, you might go and get (let's say) 1.3 total scans, so 0.3 of the figure will be brighter than the rest. At 1/8, you allow several scans and things even out minus hot spots in your figurine. Plus, if you have a newer interlaced monitor, respectively scan will actually skip a row every time, resulting surrounded by a funky final image because of the second scan simply making it (let's say) 30% of the way down the peak. You need to use a slower shutter speed and I find that 1/8 on a tripod other works.

Mamoudou is right, though. If it's your computer and you can do this, of late hit "Print Screen" to do a screen invasion and then treat it like as if it was a photo. Go to Photoshop (etc) and follow this road: File >> New >> Image from Clipboard and the screen appropriation will appear in your work space. Save it and next you can do everything to this that you can do to any other image.
1/30 is pretty correct. At that speed you want to be careful to hold the camera drastically still--or better yet, rest it on something.
If the picture is moving, close to you're watching a movie or something, you don't want to go much slower than that. But if nil is moving, like it's simply a web page or certificate document or something, then you could turn even slower if you needed to, so long as the camera didn't move. 1/30 is considered kind of the outside impede for a hand-held camera.
The higher the better but don't expect great results unless you're lucky..!
To the unclothed eye all screen seem to be flicker free, but they do flicker and photography or even video CD of a screen does show the flicker...ever see the news when someone is reporting from an bureau?...all those screen in the perspective which are flickering.
