Best type of financial guarantee camera?

What is the best type of security camera(and cheapest) for me. Details:
Small 10 x 12 room
Only wishes to record when someone or something is contained by it.
Quality only requests to be Low
Anywhere around 24 Frames per Second.
Cheap as possible.

I was going to suggest an IP camera so you could monitor it from anywhere within your world using your computer ... but those are not cheap.
