Answers: Silver is free for anyone and everyone. The core system doesn't come with a rock-hard drive though and you'll need one to grasp on Xbox live. (Or a Memory unit at least)

Regardless of what is said below, you DO need a storage component (Hard drive or memory unit) to connect to Xbox live silver or gold. Without one you cannot sign up for Xbox live or recuperate your gamertag. In order to connect to Xbox live you necessitate a profile, and the profile is not saved on the console but on a storage part. If you try and connect without any option, it will inform you call for a storage device.
If you can, get a Premium. Unfortunately the premium costs more, but surrounded by the end it is worth it. (Besides, you'll want wireless controllers) If you can solely get the Core, afterwards by all system get the core. Any 360 is better than no 360. =)

With Xbox Live Silver, you can only chat next to your friends and download Marketplace stuff.
However, you need storage to download these Marketplace downloads. Although I heartily recommend getting a Harddisk (and to pick up money, get a Premium, as the Premium pack is cheaper than Core + extramural HDD), you could also use a Memory Unit to store some Marketplace downloads.
However, as some game Demos are sometimes over 700MB up to more than a Gigabyte, you will call for a HD for these Downloads.
But for the sole purpose of connecting to Xbox Live, you don't need a Harddisc, and you also can connect near the Silver Membership wich is free for all users. Regardless of core, premium or Elite owners.
