Answers: yes there are video processors out in that. I assume what you want to do is have in recent times one video connection to your LCD TV, yes?
Depending on your existing amp you may already be capable of do this but since you gave no model number I can't be for sure. Make sure to check your almanac before you bring anything else. Here is one from Gefen that will do what you want. But note that the cost of this part may be as much as a new addressee that does the scaling for you already, depending on the amp you may want to upgrade.
Plenty of ways, some are:
1) Buy the DVDO VP50 (expensive solution around $5000 estimated)
2) Buy a alien reciever, the Pioneer Elite VSX92 is supposedly able to upconverts to 1080p. This product is supposed to be out this month. It will cost smaller quantity than $1500.
If you're talking in the order of the cables themselves, no.
There would be no point! Once the signal is inside the composite cable, you aren't going to capture more quality by varying the cable to HDMI halfway through the transmition.
