What's the difference between HDMI-HDMI 2 and HDMI-HDMI 3 cable?

You must be referring to HDMI support between 1.2 and 1.3. These are different iterations of the HDMI standard or specification.
The main difference between 1.2 and 1.3 is the overall bandwidth. More bandwidth, support for sophisticated resolution audio and video. More colors and lossless audio.
There are few HDMI 1.3 devices out there. The apposite news is that 1.3 is backwards compatible to 1.1 and 1.2. If in attendance is not a price difference, then buy the HDMI 1.3. Otherwise, 1.2 will suffice.
