No, seriously, it's one of the investigational formats for video. Blu-Ray and HD-DVD can hold much more than a regular DVD, allowing them to hold a full movie in HD resolutions up to 1080p. Of course, these spanking new discs require new players as powerfully.
If you don't even have a HDTV, you can completely discount Blu-Ray and HD-DVD. While you could still connect a Blu-Ray or HD-DVD player to your regular TV, you'll see absolutely zilch difference between those $500-1000 HD players and $30 movies and those cheap $30 DVD players from Walmart with a regular $20 DVD.
Even if you DO enjoy a HDTV, I'd recommend taking a 'wait and see' attitude. Right immediately, the two formats are competing to see which one of them will be the standard. Some studios have chosen to solely support Blu-Ray, some have chosen HD-DVD, and still others are releasing on both formats.
It's a mess, and I regard as it's just instrument too complicated and expensive to bother with at this time. Besides, a biddable DVD player with an upscaler will get your regular DVDs look almost as good as a Blu-Ray or HD-DVD lacking needing unsullied discs, and can be had for below $100.
