I want to block them from calling, but i only want to block their number. please abet, i dont want to pay $3 a month for one soul

I would pay the $3.00, but if you don't want to, if you hold caller ID, purely don't answer when they call you. Or, alter your number.
Take out a restraining order on the human being forbidding them to have any contact next to you whatsoever. Then if they keep making harassing call you are within your rights to enjoy the person arrested for violate the order. Odds are that if you successfully draw from the order taken out against them they will stop bothering you unless the character is deranged and obsessed beside you.
