What does it mean if someone says..
What you are asking is comparing apples and oranges. IP addresses are on a computer. Phone numbers are, well, phone numbers. If you are talking about a system where you have DSL lines with static IP addresses, you would need to have access to the phone company's records. To my knowledge there is no way to derive an IP address from a subscriber phone number.
