this is not really recommended as a prank, it is more close to vandalism, as many electronics within peoples homes and businesses rely on power, even when turned off, and copious systems are not set up with redundant, or support up power..
also, some alarm systems might sense that the electric power is cut, and contact the monitoring company, as most alarms have a backbone up battery.
if you want to do this, you will need access to the electric panel, surrounded by apartment buildings there can be a sub-panel surrounded by the apartment itself, or the main breaker within the basement (should be contained by a secure, locked nouns of the basement) in a private home, the circuit breaker will be contained by the basement..
you risk electric shock if the electric panel is not properly installed, or if the cover to the electric panel is past its sell-by date, or damaged...
i recommend thinking up a diffrent prank...
