New to California, can I seize DSL internet with the sole purpose (no phone service) near AT&T or another company?

there is a 'internet only' way out when you do the internet application, but it doesn't work (error code 238 -- incidental?)
and if only near phone service, why do I need to steal AT&T as long distance provider? (it seems to be approaching this while I do their internet application)

The DSL is carried on the phone line so you do want phone service for DSL. You should be able to choose whichever long distance provider you want. If adjectives you want is internet, get the cheapest phone plan they submit.
