if you choose an American VoIP provider they are usually more lenient that European companies...
Depending on where on earth you are calling, there are different VOIP services that offer free, or nearly free calling between your regular home phone, and the home phone contained by the other country you are calling.

Check out the two below. Both ring your home phone first, and then ring the destination number. If both phones are on their chronicle of free countries, the call is free.
