you inevitability to provide a little more detail surrounded by your question, but i believe that what you are looking for is an ATA (analouge mobile adapter) so you can plug your standard phone into an IP telephone service...
vonage and other VoIP providers supply, or deal in ATA devices for use with in that service... for skype you can use the d-link phone adapter, sold in bestbuy or radio shack (for partially the price best buy is tring to get for it)
