Tracfone is the cheapest I know. You prepay for your time. Unless you use your phone profusely, this is a good instrument to go. Netzero is one and only 9.95 a month for internet, but you need a domain line 'lead to it's dial up. Juno and PeoplePC are also cheap internet.
I don't know where you live but surrounded by most places these days you can procure bundled packages for cable, internet and phone at the same price as you used to wage for phone and internet. Try your local cable provider and if that doesn't work, then within is always dsl and satellite tv; i'm not sure what they extend on the phone. If you have cable, later Vonage is a good choice for low cost but that's a moment ago for phone.
