on BT, there is a minimum charge, not a nouns charge.
Also, 0845 are local rate, 0870 are national rate.
I don't know the exact prices for these 0870 and 0845 numbers, but I do know a website which offers average rate codes as an alternative. The site is called http://www.saynoto0870co.uk and is uncomplicated to use. You type in your 0870 or 0845 number, or the company nickname, and the site tries to find a regional number with a regional code, i.e. a number starting beside 01 or 02. I can't guarantee it'll have every number of every business countrywide, but it does seem to enjoy most businesses in its database. I use this site profoundly and it has save me a fortune on my phone bills.
Incidentally, watch out for 0871 and 0844 numbers, which are charged at an even complex rate than 0870 and 0845 numbers. Also, don't ring 0800 freefone numbers from mobiles, as they cost around 40p a minute whether your mobile is pay as you budge or contract. Use your landline or a payphone for these numbers, even if you have a monthly send for allowance on your mobile, otherwise they'll sting you for charges.
