Unfortunately not - inside the US the operators adjectives have cross-carrier agreements so text don't cost that much to send between networks.
But once they walk off the country it's a combination of no agreements between US carriers and foreign ones and plain behind the times greed that means your text abroad will cost anything up to a couple of dollars to transport.
