Answers: Depends on who your cell phone provider is. If it is Verizon or Alltel, then no you can not. Neither company have international texting agreements with international carrier. Most of the smaller CDMA companies also will not allow it.
T-Mobile and Cingular/AT&T (and most smaller GSM providers) both allow text messages to Russia. With Cingular, you first own to call them and hold them "authorize" it. T-Mo messages going to Russia are charged between 10 and 35 cents each, depending on your plan. Cingular/AT&T get 25 cents. Both companies charge for incoming SMS.
If you are not with one of the 4 "big boys", bid your cellular company and ask if they support international text messages to Russia.

Use a free sms site and it won't cost a thing. They're not 100% reliable, but you can other send a audition text message first. Either pick a worldwide free sms site, or one that sends to Russia directly...
