Can you re-activate a cellphone that have be disconnected because you didn't wage your bill?

HELP! I sold my Sanyo-7400 phone on Ebay, and now someone told me that because I didn't remuneration my bill to Sprint/Nextel (which I didn't agree with some charges)
that the phone is not competent to be re-activated by another user! Is this true, or is it just a rumor? Something roughly the ESN number I think.........

Answers:    It is true. Until the bill is remunerated off, the phone cannot be activate. The ESN number is put on the blocked list. You will own to pay your bill beforehand the other person can set off it.
Not that isn't a rumor it is a fact!
