I'm 49. I give my daughter a cell phone when she turned 15 and was competent to go places next to out us (i.e. started to drive). It was a safekeeping thing. She is a correct and responsible kid.
Your friend's parents will probably make indistinguishable value sentence at the proper time. It sounds to me like they are trying to bring back your friend to think just about the situation. If she can't justify it, she probably doesn't stipulation it.
