Offnet usage = you are using a network excluding AT&T own network, this can come to pass when you are in a nouns that AT&T doesn't provide service, so AT&T sign roaming agreement with other delivery service so they are providing service for you not AT&T, and AT&T have to compensate those carrier for the service you used.
