Answers:    DC voltage, especially 12 VDC or less, is not uncertain. You can grab the terminal of a car freestyle and not get a shock. The biggest issue beside a high powered transmitter and a low voltage DC is that they thieve lots of current. If you get a short circuit the fuse might not unseal fast plenty to prevent damage or even a fire.
Most RF isn't exceedingly dangerous any, if you're talking in the region of 100 watts or less. But an RF burn is tremendously painful. The RF get into the skin and causes a burn surrounded by the deeper layers of skin. It's not fun.
