What is cause low voltae within my house?

I plugged in a multimeter into an outlet and it be reading 96v. The meter is new and the setting on the meter be for 200v

I would suspect a faulty voltmeter.

With 96 volts you would perceive dim lights and probably have a refrigerator beside a dead compressor.

Take the multimeter pay for & have after test an outlet contained by the store.

Sounds a bit low to me. Check all rooms surrounded by house to confirm it is not just that outlet.
I believe 115VAC is nominal (110-120VAC typical).
Are you surrounded by a rural area?
Either path, sounds like a problem and you should furnish your power company a call to verify.
