Is in that a battery-powered NTSC TV tuner on public sale surrounded by North America suitable for use near a portable DVD player?

Answers:    That depends on the model, I once had a portable Toshiba model that have an optional tv tuner donate on. There is the option of using some a generic tuner if your player have a "video input" feature, but as for mobile powered tuners I don't know whether or not there are any

There are a couple things to consider though:
1) By 2011 (I think), surrounded by the US they will no longer have over-the-air analog tube signals, only HD signals which require a digital tuner. Even if you do find an accessory, I have my doubts it would support HDTV (could be wrong though)

2) Most portable dvd screen I've seen don't even support full DVD resolution (720x480), usually something a touch better than half that. HDTV is much highly developed resolution, you might get a clear signal but won't be looking its best on a portable dvd peak

My advice would be to gain a portable tv in the meantime instead. Since analog tv will be cut rotten in a few years, I'll bet used ones put up for sale pretty cheaply on ebay.
