Amperage is the volume of river going through the pipe in a given time. Voltage is the dampen pressure. Resistance is the diameter of the pipe, so a narrower pipe gives you smaller number flow for the same pressure. Watts is the amount of power. This is volts times amps. It's in actuality the amount of 'work' the flowing water could do if, for instance, it be turning a water tiller or something.
To use your plumbing analogy, volts are like the river pressure, amps are the flow rate, and watts are how much work is being done (ex: if that dampen flow was directed into a cylinder next to a piston that was one driven to lift a weight).
