Answers:    a tv screen is refresh every second a set number of times.

when you take a picture of it the soaring speed exposure shows an electron beam within the process of refreshing an image. thats why the lines.

When you text a video pictures are captured contained by frames ....the more the number of frames the more clearer the picture.
It has to do beside the different refresh rates of the two medium.
