Can I use any HDMI switch to switch between 2 monitors (outputs)?

Are HDMI switches purely pass through? Can I use an inexpensive 3x1 HDMI switch to switch between up to 3 outputs? I do see special 3x2 switches (switch between 3 inputs to 2 monitors) but required to know if cheaper 3x1 will work.
