What are GPS and AGPS?

GPS in a nutshell:
A handheld GPS part receives signals from satellites and uses those signals to divide the GPS receivers exact latitude/longitude position anywhere on top soil.

AGPS in a nutshell:
Is within essence the combining of a GPS receiver into a Cell Phone service.... call: Assisted GPS (AGPS).
The GPS signal position calculated by your GPS/cell-phone receiver is transmitted to the cell phone E-911 hand, over the cell phone signal, to give more accurate position information when you create a 911 call.
AGPS may also use cell tower signal triangulation to assist within calculating your position, should the GPS satellite signals be obstructed or unavailable surrounded by your particular location position.

Without the AGPS technology, E911 operator can only know that you are calling inwardly a radius of a few miles of a cell tower that your call is communicating through.

AGPS is used surrounded by various other position tracking applications except E911, such as vehicle fleet tracking, etc.
how it use the mobile signal tower to do trangulation? is it a extra services offer by the mobile carrier in charge to support this feature? or i can buy the phone near AGPS features and i can benefit with these technology near every mobile carriers ?
