When you purchase the hardware (video card) it will come next to some basic CD and editing software, but it's exactly that basic. In lay down to get more professional or semi professional results, you will own to purchase editing software, my personal favorite is Vegas Movie Studio from Sony, it's under a $100 and you can add on tracks, music, add effects, transitions between scene etc., it includes software which will help you text it to a DVD in a format that can be played surrounded by ANY DVD player.
The software has a bit of a research curve but if you have any munificent of computer ability you will revise it quickly.
As far as the mini VHS tape is concerned, there are adapters that will allow you to play the cartridge in a standard VHS, this is a device that looks only like a VHS cartridge, except it has a compartment where on earth you drop in the mini cassette, I bought the last one at Walmart for around $14, but other stores close to Radio Shack should have them.
