Addresses are often times calculated by block on these types of systems- especially surrounded by GPS systems, which have street address overlaying the actual coordinates.

Here's a good method to see this in action- stir to Google Maps and look up your address, or an address that you are familiar near. You will notice that the point that shows up is pretty close to where on earth you know it to be, but it is often times stale (for instance, my house is in my neighbor's yard).
GPS is accurate up to 50 foot on average. Note that the GPS grid is a perfect sphere, whereas the Earth is not a spotless sphere - it's more of an irregular blob that's close to a sphere shape. The GPS (or any map) will never be perfectly accurate.
