Which one should I go and get for art, a pen tablet, or a scanner?

I won't say I'm right, but I will have a hundred dollars to spend. Any other honourable choices welcome.

Answers:    Scanners are more multi-use, so they are mass-produced, which gives you more know-how for a lower price. Plus, you can draw as much as you like by mitt, then scan it and do as much as you approaching to the drawing once it is on the computer. If you need appropriate color rendition, be sure to get a scanner next to a true CCD and fluorescent lamp, not the contact figure sensor models.
