Can you listen to police scanner frequencies on a shortwave radio?

Answers:    Shortwave is by definition 1.6 MHz to 30 MHz

Not sure where you live but within the US the lowest police band begin at 30 MHz and goes to 50 MHz. So the radio won't tune surrounded by the required frequencies.

Most police radios were within the 150 MHz to 174 MHz band later they moved to 450 MHz and up. And then they go to 900 MHz.

So you need a scanner if a scanner is allowed where on earth you live.
in the UK no-it's unofficial.
