Answers: you can try a hair dryer on LOW/ The genuine problem is that you have river in the phone and it have already started to corrode the electronics. The ring tones are fuzzy because the spearker is wet and dying. The the phone will start acting intermittantly and eventuall tender up the ghost. Hope it holds out until you are eligible for an upgrade. If not, stick the SIM within a cheap GO phone until you are.
Lay the phone out someplace safe... and dry, cross your fingers, and hope the point dries out in a daytime or two. Maybe if you've been extra honourable, and are very lucky, it will return to average operation. If not, you may have to spring for a untried phone.
Cell phones are just just water resisitant, agree to alone waterproof. The manual for almost every one tell you to keep hold of it away from water.
