Can you download something past its sell-by date of Veoh and afterwards burn it onto a DVD?

I am downloading several things from Veoh and wanted to know if it's possible to burn them onto a DVD and if so, how to do it. If it isn't possible, please connect me a safe website where on earth i can download movies and then burn them onto a DVD. I dont want this for informal purposes or to sell it or anything i purely want to download a movie that I've looked everywhere for and cant find in stores in the neighbourhood me. Thanks : )
