I would like to find a palm, handheld, PDA, smartphone or something along those lines that can function next to wifi as a wifi phone and also has GPS or at smallest detailed maps available for it.

I ponder the cheapest Wifi phone that can do VoIP and GPS navigation is the Nokia e61, though you will need to purchase a Bluetooth GPS heir and some software to get it going.
