What is a "built-in NTSC CATV tuner?"?

I have a Panasonic DMR-ES15 DVD recorder near an NTSC CATV tuner. What does that mean and can it receive and process over the heavens HDTV broadcasts? Thanks!

The lone way it can process over HDTV or account HD programming is that you must have an HD Digital Box.
