Answers: Yes, it can be done but it'll cost you dearly, your 'improvement' will not really be HD and it may not be cost-effective.

You should take on in mind that however clever the conversion box is it cannot tag on information to the signal that was never at hand in the first place.
In other words, although the box will provide you next to an HDMI output which your telly will deal beside, the actual quality will not be truly HD because the conventional standard disc wasn't record with the HD scan structure and bandwidth. You will be watching a 'simulation'.
Also, if you're connecting the DVD to the Box via an analogue interface (S-Video or SCART RGB) you must note that the DVD player have already converted the digital signal from the DVD to analogue for the output. Then you'll be introducing an additional analogue/digital conversion stage next to your new box.
This will invariably lower the signal (albeit by a very small ammount if the conversion is immensely good - i.e. an expensive box).
"Conventional" DVD players next to built in HDMI sockets (such as most of the bright Panasonic range) really will give you an enhanced picture from an everyday DVD because the signal remains in the digital domain adjectives the way from disc to peak.
The price of Blu-Ray and HD-DVD players is reducing all the time. Be tolerant and see which system 'wins' then buy one. Give it a year and you'll know what to buy. Ask yourself, is it really worth splashing out at this stage?
