Answers: Essentially you'll need a video converter program, a video editing program, and if you want to create a foreign DVD, then a DVD burner program.
There are a bunch of programs out in attendance, none of them free. Cheap ones can be had as low as $29 (each). For more features, such as transitions, etc you'll retribution more. I can recommend AVS Media, but there are lots of others out in that.
Tucows.com, Download.com, and many others enjoy several different trial versions for download. They die out after 14 or 30 days, or singular convert 5 minutes or leave a watermark over the video, but they afford an idea how okay they work for you.

I have tried pretty a few programs and I like to use PSP Movie Creator, it allows me more control as far as Advanced Settings, it also converts the DVD's and Video Files into the MP4 format quicker and near better quality.
I enjoy also used PSP Video9, Slysoft's AnyDVD and DVDclone Mobile (Which will do the PSP, iPod, and Phone formats).
I use the PSP Movie Creator either to rip my DVD's into MP4 format, or for converting the TV Shows/Movies I download from my Tivo into the MP4 format. In the advanced settings you can adjustment the sizes drastically, I tried out setting the settings so that the finished MP4 format for a movie was with the sole purpose 250MB and the video quality be okay. I have a 4 GB card for my PSP so I played near files sizes and I like setting it so that the database sizes are about 1GB or freshly a little smaller amount. Thi8s give GREAT talent picture on my PSP and also if I decide to monitor the MP4's on my Laptop using Nero 7 the picture quality at 1GB is still pretty correct at full screen.
