I am thinking of the higher title video tape that used to be used within rental VHS tapes. I own never noticed any difference between rental and retail DVD's but recent attempts to buy ex-rental DVD's surrounded by Korea has see store owners wanting more money than retail DVD's claiming they are a higher talent product!
Answers: I think some of them are multi region, but save for that I don't really think at hand will be any difference in feature because the video data is stored surrounded by digital form.
The only piece that I could think of could be that it uses harder to scrape plastic but I doubt that.
