Cable signal out sw Chicago final hours of darkness? My channel changed. Need digital converter on some channel very soon? Why?

I have have basic cable over a year, certainly for several years. Last night surrounded by the Chicago area I lost my signal. About 630 am the cable unhurriedly came support on, some channels are blurrier than since. The local access channel 3 have now gone to 100, and can single be viewed next to a digital converter. I thought cable is going digital on February 17th, 2009. It's still 2008 cable people. I rate for basic, and am I'm asking for are deeply "clear" reception on ALL my channels. At lowest half the channel are with ghost, double or triple hallows, or fuzzy blurry pictures. It's worse than ever. Should they credit me since January 9th they re-installed adjectives new electrical system and the picture the the repair man's report says, and I quote ""Getting ghosting on 2-7. affecting adjectives channels"? I think this reception have been close to this for months, if not over a year. Not to mention, contained by my neighborhood and building, people own all kind of illegal hook ups.

2. Cable must carry the primary over the heavens local channels within analog until 2012, or provide a converter box. What they do regarding the other analog channel is up to them. There's no question that abundant cable companies are slowly transitioning their analog channels to digital.
