I have a Sharp Aquos 46" LCD and a Scientific Atlanta HD DVR cable box. When you power up the cable remote will adjust the volume solely. After an unknown time (perhaps 15-30 minutes) the cable remote functions as it is intended: volume, channels, menus, etc.
