will regular dvd movies look any better on the blue ray player that on a regular dvd player or will it be from the tv

Both your TV and blu-ray player contain an upscaler, which will bear a picture in any resolution, and resize it to fit on your peak. It does this even with your regular TV channel, though they're at such low resolution to begin near, sometimes they'll look "fuzzy" on you TV.
