You can capture from a VHS video using a break-out video capture box and some software, should be available from High Street shops such as Currys.
You can connect a VHS recorder to your PC via a TV card.
You afterwards capture the video within Mpeg, AVI or DVD format depending on the TV card software.
Then use DVD writing software to record DVD on your PC DVD drive. (Windows Movie originator is the simplest and included with windows)
However you cant copy protected tape without a protection decoder running on your laptop. (try finding one on line)
